Berkeley Lab authored publications on the Web
As stated in RPM 9.02 - Operational Procedures for Computing and Communications, Section C. Berkeley Lab use of Information Systems and Service Part 4e. - The posting of information on any Laboratory page is a form of publication by the Laboratory and subject to Laboratory publication policies. See RPM §5.02 (Policy for Scientific and Technical Publications).
This means that all scientific and technical information documents must go through Patent Department and Report Coordination clearance procedures prior to being loaded on the Web. In addition to these requirements there are also copyright compliance issues that affect the publication of scientific information on the Web. In order to assure Berkeley Lab's compliance with copyright regulations, the following regulations apply to all LBNL-authored scientific and technical publications that are to be published on the Web.

Conference Paper |
Preprint can be published on the web after Patent Department and Report Coordination clearance. |
Conference Proceedings |
If proceedings are to be published by LBNL, full text can be published on the Web after Patent Department and Report Coordination clearance. |
Book Chapter |
Book chapters must be cleared through Patent Department and Report Coordination. If author has permission of book publisher, full text of the chapter may be published on the web. |
Journal Article |
Journal articles must be cleared through the Patent Department and Report Coordination prior to submission to journal editor. Preprints of the article may be published on an LBNL Website prior to publication in the journal if the journal publisher allows prior publication. Report Coordination will help the author determine whether a particular journal permits publication of a preprint prior to publication in the journal. The record in the Report Database will link to the preprint and the actual article (if available) in the journal once the author has confirmed that the article has been published. |
To comply with these regulations as well as those in RPM5.02, a Document Submission Form along with two copies (a paper copy and a digital copy) of the document must be submitted to Report Coordination. Once a document is submitted, a record is added to the Report Coordination database and, depending upon the above regulations, the full text of the document is made available on the Library's web server. In addition, the citation and full text is made available to DOE's Office of Scientific and Technical Information.
